Rakiza Technical & Consultancy Services is a Tripoli-based advisory firm specializing in contracts management, commercial advisory, feasibility studies and procurement for clients across oil & gas, telecom, infrastructure and industry.

Our client base is growing, and we are hiring a Business Development Officer to lead that growth. This is a chance to join at a pivotal stage and shape how the business development function is built.

The Role

Own New Business End to End

The BDO owns Rakiza's new-business effort end to end. That means identifying opportunities, building client relationships, preparing proposals and tender responses, negotiating, and closing engagements. The BDO works against sales targets set by top management and reports regularly on pipeline, performance and market trends.

Responsibilities

What You Will Do

Develop and execute a business development plan aligned with the company's strategic goals
Identify target markets, sectors and decision-makers, then generate and qualify new leads
Build new client relationships and grow existing accounts
Prospect through calls, meetings and industry events, and follow up consistently
Prepare and deliver presentations and capability briefings to prospective clients
Prepare proposals and tender/RFP responses, working with our consultants on scope and fee estimates
Negotiate terms and close engagements
Maintain an accurate sales pipeline and CRM records
Monitor market and competitor activity and recommend ways to strengthen Rakiza's position
Submit periodic reports to top management on targets, pipeline and progress

Qualifications

What We Are Looking For

Bachelor's degree, preferably in Business Administration or a related field
5+ years in business development, sales or client-facing roles, with a proven record of meeting or exceeding targets
Strong contract negotiation skills
Experience preparing proposals and responding to tenders/RFPs
Ability to identify decision-makers, understand client needs, map the buying process and manage complex sales cycles to close
An established professional network in Libya; oil & gas, telecom or public-sector exposure is a strong advantage
Strong presentation and written communication skills
Fluency in Arabic and English (written and spoken)
